New Century Colorado is the Governor's initiative to make State government more efficient, effective, and user-friendly; to transform State government through the use of innovative technology solutions; to improve access to and interaction with Colorado government; and to increase collaboration and sharing of information within State government.

One part of this project consists of work teams of State employees partnered with KPMG consultants.

Work Teams

START

In September, 14 State employees were selected to serve on the Strategic Targets Attainable Results Team (START).  These team members were charged with finding "low hanging fruit" - efficiencies and savings that would be easy to implement.  They looked at several areas including travel and fleet management.

Nearly $12 million in savings were pinpointed in travel and fleet management.  By traveling less and traveling smarter, the state could save $7.4 million.  By improving vehicle utilization, reducing vehicles in the fleet and modifying vehicle preparation time for patrol cars, the State could save $4.5 million.   Governor Owens said, "I look up on these savings as a down payment for future savings."  For more information, read the Summary of Proposed Quick Wins, the Travel Report or the Fleet Report.  START contributed to the travel and fleet sections.

There are six primary Target work teams working with KPMG on technology-related issues.

These teams are:

Asset Management
Analyzing Fleet and Facilities Management
Cash Disbursement
Analyzing the payment cycle to learn the total cost for processing a warrant at each step
Commodity Buying
Analyzing the State's buying structure and patterns to increase leverage
Enterprise Infrastructure
Analyzing desktop, networking and computing capability
Licensing
Analyzing licensing and permitting to provide a one-stop electronic portal
Payroll
Examining payroll and reimbursement systems to determine if each needs to be changed and what systems the State should use if change is necessary

There is one team working independently on non-technological issues.   This team is:

Common Sense in Government
Exploring common-sense solutions to inefficiencies that are not technology driven

There are three support teams:

Communications
Facilitating and assisting in team, focus group and tollgate communication
Special Projects/Benchmarking
Identifying and analyzing best business practices and technologies
NCC Special Projects
Providing administrative support and supplies

The Technology Resource Center

There was one Technology Resource Center  
Providing a place for team members, State employees and others to explore software solutions from a variety of vendors.  The Technology Resource Center is now closed.
