Ballot Information Booklet ("Blue Book")

Article V, Section 1 (7.5) of the Colorado Constitution requires the Legislative Council Staff to prepare a ballot information booklet prior to each election in which a statewide issue will appear on the ballot. The purpose of the booklet is to provide voters with the text, title, and a fair and impartial analysis of each initiated or referred constitutional amendment or legislation that will be on the ballot. The analysis must include a summary of the measure and the major arguments both for and against the measure. The analysis can also include any other information that would assist in understanding the purpose and effect of the measure. The ballot information booklet must be distributed to each registered-voter household in the state.


Ballot Analysis for Measures on the Ballot

Twelve statewide measures will be on the November 7, 2000, General Election ballot. Six of the measures are initiated measures, and six measures were referred by the Colorado General Assembly. The measures on the ballot are listed to the left; the ballot analysis for each of the measures can also be accessed in PDF format.


Distribution of Ballot Information Booklets

Ballot information booklets will be mailed to each registered-voter household in Colorado. The booklets are being mailed by regions, and the mailing of Region 1 began on September 21. The mailings will continue through early October. The booklets will be mailed to counties within regions in the following order:


Region 1
= Alamosa, Archuleta, Bent, Conejos, Costilla, Crowley, Dolores, Huerfano, La Plata, Las Animas, Mineral, Montezuma, Otero, Rio Grande, Saguache, San Juan


Region 2
= Clear Creek, Delta, Eagle, Garfield, Grand, Gunnison, Hinsdale, Lake, Mesa, Moffat, Montrose, Ouray, Pitkin, Rio Blanco, Routt, San Miguel, Summit


Region 3
= Baca, Cheyenne, Jackson, Kiowa, Kit Carson, Larimer, Logan, Morgan, Phillips, Prowers, Sedgwick, Washington, Weld, Yuma


Region 4
= El Paso, Pueblo, Teller


Region 5
= Boulder, Chaffee, Custer, Fremont, Park


Region 6
= Adams, Arapahoe, Douglas, Elbert, Lincoln


Region 7
= Gilpin, Jefferson


Region 8
= Denver
