Briefing Document: JBC staff briefings consist of written and oral presentations of budget issues and a review of expenditure requests.  Briefings are aimed at stimulating discussion among the JBC members about each department's budget request, it operations, issues of efficiency and effectiveness, and plans for the future.  This is a copy of the written document presented to the JBC and does not represent any official action by the JBC.
